ECCS Executive Board and Annual General Meeting

ECCS Annual General Meetings (AGM) are held in the country of the President of ECCS who has been selected for a year. Therefore, ECCS Annual General Meeting will be held at The Marmara Hotel, Taksim in Istanbul, Turkey on 24 September 2010. Only full members as well as international and associate members of ECCS attend the AGM.
Annual General Meetings traditionally follow Executive Board Meeting each year, and other two of which are held in Brussels in normal circumstances. Although Technical Management Board (TMB) and Promotional Management Board (PMB) used to meet within same week of ECCS Meetings, they have recently been incorporated with Congress or Steel Days organised by the hosting member association. Within this context, some subjects of TMB and PMB will be presented and discussed during the Steel Day on 23 September 2010.

The European Convention for Constructional Steelwork has pleasure in inviting entries for the 2010 European Steel Bridges Award.
The objective is to give European recognition to outstanding steel and composite bridges emphasizing the many advantages of steel in construction, production, economy and architecture in order to interest clients, architects and engineers in using more steel within the entire building sector, thereby making the steel industry more competitive.

Operation of the Awards

The Awards are open to steel and composite bridges whose steel structures were fabricated in the Full ECCS member countries (list available on www.steelconstruct.com).
The construction must have been completed and be ready for use within the last two years, in the period between the 31st May 2008 and the 31st May 2010.
Previous entries are not eligible.
Three categories will be awarded:
• Road and railways bridges
• Footbridges
• Refurbishment of existing bridge (major retrofit, expansion or rehabilitation or partial replacement) using steel.

The Panel of Judges

A panel of judges comprising prominent representatives of Architecture and Civil Engineering will assess the entries:

The judging panel selects award winners after assessing all entrants against the following criteria:

  • To be of an internationally recognised standard,
  • To be outstanding in its construction,
  • To emphasise the advantages of steel in construction, production, economy, and architecture,
  • Highlight the sustainability qualities of the steel bridges,
  • To contribute to the dissemination of the knowledge of steel, and to improve its image, its many uses, and to draw attention on its development

The judging will take place in March/April and the Jury's decision will be known before 15th May 2010. The General Secretariat will inform the National Association members who have submitted an entry of the decision.

The Awards

The winner in each category will receive a trophy and the nominees a certificate. The owner of the structures and the architects responsible for the design receive an Award as do the engineers and the steelwork contractors. The Award will be presented during the International Symposium on “Steel Structures, Culture and Sustainability” which will be held in Istanbul, Turkey, on 20th to 22nd September 2010 (more info on www.sscs2010.org)

Submission of Entries

Entries can be submitted either by architects, engineering offices, fabricators and clients. The entries will be approved by the National Associations of ECCS in order to comply with the regulations of the Awards. The Full member Associations are entitled to approve more than one entry. The projects have to be sent to the organising association (TUCSA) before the 15 March 2010. The entries will contain the necessary design drawings, description and photographs of the steel structures in 3 copies.

Submittal Requirements

The entire entry should be contained within one binder or a CD or a DVD, and accompanied by an application form and a printed proof copy of the content of the CD or DVD.
General descriptions and photographs of these projects may be used for publications and articles in the press. Application for an European Steel Bridge Award automatically means agreement that ECCS and/or the full members of ECCS may use the material presented to ECCS for all purposes relating to the aims of ECCS.

1- Entry cover letter must include:

  • Name and location of project (name of firm submitting entry, address, person to contact, phone, fax and e-mail)
  • Name and location of structural engineering firm, architectural firm, general contractor, steelwork contractor and project owner.

2- Project Description:

Include a description of the owner's/architect's building programme, an explanation of how the structures satisfies the programme and distinguishing/unique aspects of the structural system, its design, the use of steel aesthetic considerations and sustainability criteria. The format of the text should be doc or pdf.

3- Photographs:

A set of 10 to 15 high definition photographs in electronic format *, ready for publication, of both construction and the completed project must be included, preferably on jpg, tif or eps format. Copyrights to photos, slides and plans must be cleared for presentation and publication (booklet and website) by the entrant. Any fees or royalties connected with such releases are the responsibility of the entrant. ECCS reserves the right to free use of all photos and materials submitted for promotional purposes.

4- Drawings:

Provide a site plan, elevation, cross sections and general arrangement. In addition, show typical and innovative details. All drawings should be submitted in electronic format (exclusively eps, tif, jpg or pdf).

5- Presentation:

Power Point presentation limited to 20 slides or movie limited to 5 minutes.

The European Convention for Constructional Steelwork has pleasure in inviting entries for the biannual European Steel Design Awards Scheme 2009.
The objective is to give European recognition to outstanding design in steel constructions emphasizing the many advantages of steel in construction, production, economy and architecture.

The Awards are open to steel works designed and produced in the ECCS Full Member countries.
Only steel construction projects located in the Full Member Association countries of ECCS are eligible.
The building construction must have been completed and be ready for occupation or use within the last three years, not later than 31st May in the award presentation year. Previous entries are not eligible.
Both new buildings or bridges and renovation (major retrofit, expansion or rehabilitation) projects are eligible.

The European Convention for Constructional Steelwork has pleasure in inviting entries for the European Student Award for Architectural Design Scheme 2009.
The objective is to give European recognition to outstanding architectural design projects using structural steel as a prominent architectural feature.
The Awards are open to all the ECCS Full member associations, which organise contest for architectural students in their respective country. Only winners of these contests are eligible.
A panel of judges comprised of prominent representatives of Architecture and Civil Engineering will assess the entries. The panel is chaired by the President of ECCS, and the members are nominated by the Executive Board.
The judging will take place in April, and the Jury's decision will be known before 15 May 2009. The General Secretariat will inform the National Association members, which have submitted an entry of the decision, of the Jury’s decision.

Barcelona 2009

We invite you from now on to join the next ECCS Annual Meetings 2009, which will be hosted by the Spanish Steel Association member of ECCS, ASCEM.
The meetings will take place in Barcelona, on 16- 18 September 2009. Don’t miss this event, which will be highlighted with both the “International Conference on Multi-storey and High-Rise Steel Buildings” and the Awards schemes, i.e. the “European Steel Design Awards 2009” and the “European Architectural Student Award 2009”.

ECCS 2007 annual meeting

ECCS is pleased to announce the organisation of its 2007 Annual Meetings to be held in Luxembourg City, from 12 to 14 September 2007, in conjunction with the Centre Information Acier / Staalinfocentrum.
This event is an opportunity for steel constructors, fabricators, academics, architects and steel makers to come together and exchange ideas. The newly set up Luxembourg National Association, ILTM, will host, this year, the meetings, which will start on 12 September with the Luxemburg Steel Day, organised by the Centre Information Acier / Staalinfocentrum.
The year 2007 coincides with the ECCS biannual European Steel Design Award presentation. The Awards Presentation Ceremony will take place on the following day, 13 September 2007. These Awards recognise outstanding design in steel constructions. You can see the previous Awards.

ECCS 2007 European Steel Design Awards

ECCS is pleased to announce the launch of its biannual European Steel Design Awards - Scheme 2007. These Awards recognise outstanding design in steel constructions emphasizing the advantages of steel in construction, production, economy and architecture, completed within the last few years or mostly completed at the award ceremony.
To be awarded, projects have to be nominated by the Full Members of ECCS, i.e. the National Associations (see ECCS/Members) . Therefore, we invite you to take part in this programme by entering a project to your respective National Association. Please note that the closing date for entries is 30 march 2007. The winners will be announced in May 2007.
The presentation of the Awards will take place at a special session of the ECCS Annual Meetings to be held, this year, in Luxembourg, on 13 September 2007. The list of the previous recipients can be view in the Awards section.

Inauguration of the school Tevfik Seno Arda in Izmit, Turkey

Tevfik Seno Arda high-schoolThe Tevfik Seno Arda high-school in Izmit, Turkey, was inaugurated on May 12, 2006 in the presence of Allan Collins, chairman of the Executive Board of the European Convention for Constructional Steelwork (ECCS) and Roland Junck, Senior Executive Vice-President of Arcelor.
This school, the first of the kind in Turkey, is a reference in the area of school building in steel. The building project was sponsored by the ECCS as well as by Arcelor and the Turkish Association of Steel Construction (Tucsa). The high-school was built on the ground where a school, destroyed by a seism on August 17, 1999, was established.
The project of the building of the Tevfik Seno Arda school was carried through to a successful conclusion and was achieved thanks to the participation of the ECCS, Tucsa and
Arcelor. It should draw the attention in Turkey to the exceptional characteristics of steel in the field of earthquake-resistant safety. The school bears the name of one of the former chairmen of the ECCS, Prof Dr. Tevfik Seno Arda. The school building offers a total surface of
3 150 m² set out on three floors, and has sixteen classrooms, four laboratories, a library and two rooms reserved for social activities.

Visit of the Chinese delegation to ECCS


In their European tour of investigation, the delegation of the China Steel Construction Society (CSCS) stopped in Brussels and paid ECCS a visit on 16 May.
The Chinese Steel Construction Society (CSCS), founded in 1984, is a national professional body made of near 2000 group members, which are organizations of design, research, manufacture, erection, iron and steel works etc.
After the presentation of ECCS and CSCS, the Chairman of the PMB explained the ECCS issues as for the steel promotion. Mr. Jean-Luc Delplancke Research Fund for Coal and Steel (RFCS) expert was invited to attend the meeting. He introduced to the Chinese team the RFCS and its implication in the European Steel Technology Platform (ESTEP).
The Chinese delegation contemplated a membership to the ECCS as International Member. The ECCS would be delighted to have the Chinese Association among its members creating in this way, with the other Associated Members, a kind of platform between Europe and the other continent.

The Charles Massonnet Award 2006

The 2006 Charles Massonnet Award has been made to Professor Manfred Hirt, from EPFL, Switzerland.
Professor Hirt is member of the following ECCS Technical Committees: TC 2- Aluminium, TC 6-Fatigue & Fracture, TC 10-Connections. He wrote more than 130 publications as author or co-author (http://icom.epfl.ch/puoblications/).
Director of the Steel Structures Laboratory (ICOM) of the Swiss Federal Institute of Technology at Lausanne (EPFL), Prof. Hirt is known on the international scene for his expertise in the field of fatigue and fracture mechanics of steel structures, loads and action on structures, structural safety and serviceability and steel-concrete composite construction. In August 2003, he had been elected President of the International Association for Bridge and Structural Engineering (IABSE). Congratulations!

ECCS is pleased to announce thewinners of the 2005 European Steel Design Awards, in recognition to outstanding design in steel constructions emphasizing the many advantages of steel in construction, production, economy and architecture. The awards are made to the projects which best fitted the jury panel's criteria, i.e.

- To disseminate the knowledge of steel and its many-sides uses and to draw attention to its development
- To bring focus on the many advantages of steel, thereby giving the material a good image
- To interest clients, architects and engineers in using more steel within the entire building sector, thereby making the steel industry competitive

Cmm - SiF'06

4th International Workshop Structures in Fire held on 10 to 12 May, 2006, in the University of Aveiro, Portugal
The 4th International Workshop Structures in Fire - SiF'06 was held from 10th to 12th May 2006, in the University of Aveiro. It was organized by the Department of Civil Engineering under the auspice of the SiF - International Movement Structures in Fire.
A total of 134 delegates from 24 countries attended the Workshop, distributed by the following countries: Australia (3), Austria (2), Belgium (3), Brazil (5), Canada (3), China (3), Czech Republic (2), Finland (2), France (8), Germany (6), Iceland (1), Italy (4), Japan (4), Lithuania (1), Luxembourg (2), New Zealand (3), Portugal (19), Singapore (1), Spain (3), Sweden (6), Switzerland (2), The Netherlands (2), United States of America (13) and United Kingdom (36).

Papers were accepted on the basis of their quality and originality. Answering to the call-for-papers, 133 abstracts were received, from which 111 were selected by the Scientific Committee for possible presentation at the Workshop. These abstracts led to 91 technical papers published in the proceedings and were grouped in the following topics:

" Steel, Stainless Steel and Aluminium Structural Members (25 papers)
" Steel Connections (6 papers)
" Composite Structures (8 papers)
" Structural Behaviour (13 papers)
" Concrete Structures (21 papers)
" Timber Structures(9 papers)
" Fire Safety Engineering (5 papers)

Most of the papers were on the field of Steel and Composite structures. The Proceedings of the Workshop was edited by Paulo Vila Real (University of Aveiro), Jean-Marc Franssen (University of Liege) and Nuno Lopes (University of Aveiro), ISBN 972-789-190-X, and copies may be obtained on request from Professor Paulo Vila Real (email: pvreal@civil.ua.pt) or downloaded from the web page www.civil.ua.pt.
At the 4th Workshop, it was decided that the responsibility to lead the SiF Movement in the future will be shared by four members of the steering committee that has been formed, namely Prof. Jean-Marc Franssen, Prof. Andy Buchanan, Prof. Venkatesh Kodur and Prof. Paulo Vila Real.

IMK - Institute of Metal Constructions - 7th Slovenian Steel Construction Days

The Institute of Metal Constructions organised in June 2005 the 7th Slovenian Steel Construction Days. During this event, projects were presented for the Award of the Best Steel Structure in Slovenia. They all proved that steel remains the most suitable material for buildings combining versatility and functionality, which gives free way to the imagination.
The Award was presented to the project "Multicinema TUŠ", in Novo Mesto. The main features of this project are the two floating halls that hang on the steel structure above the free ground floor of the entering foyer. The project was designed by the project planning company ELEA iC d.o.o. and manufactured and assembled by Trimo d.d. The architect was Janez Koželj, professor at the Faculty of Architecture in Ljubljana. Several interesting nominated projects were presented, among them was the new steel "Cerkvenik" Bridge, in Škocjanske jame, and the steel canopies of the international border crossing Obrežje, between Slovenia and Croatia.
Besides the presentation of the Award, two professional lectures were delivered. They were devoted to the rules of mechanical resistance, stability of buildings, and the presentation of standard OSIST prEN 1090:2004 Steel and Aluminium structural components.

Steel Structures: Culture & Sustainability 2010

The best papers (4 scientific papers and 4 technical papers) of SSCS 2010, selected by the following board of editors will be published at the September issue of “Steel Construction – Design and Research”.

Board of editors for this special issue consists of Prof. Nesrin YARDIMCI, Prof. Harun BATIRBAYGIL, Prof. Luis da SILVA, Prof. Milan VELJKOVIC and Prof. Cavidan YORGUN.

Although 110 abstracts have been submitted to the symposium, considering the importance of the above mentioned attracting news for participants, organisers of the international symposium “Steel Structures: Culture & Sustainability 2010” have decided to grant a final extension for deadline of abstract submissions for all Authors who are still interested in contributing a paper to the Symposium. If you have not yet submitted an abstract, you are urged to do so as soon as possible, and by the new deadline of 18 January 2010 at the latest.

Further to the Annual General Meeting held on 19 September 2008, the members decided to create new positions:
• Vice-Chairman of the Executive Board: to strengthen ECCS representation. The Members elected Kjetil Myhre (NO) to this position;
• Vice-Chairman of the Technical Management Board (TMB): to ensure ECCS to have long-term policies, which go beyond the elected terms of individuals as well as a greater capability to intervene and manage the Technical activities. The Members elected Milan Veljkovic (SE) to this position. He will also represent ECCS at the Steering Committee of ESTEP, the European Steel Platform.

Turkish Constructional Steelwork Association - PROSteel 2006 International Steel Design Competition for Students

TUCSA is organising the "PROSteel-2006" International Steel Design Competition for Students under the auspices of ECCS. TUCSA has been organising regularly steel design competitions for students every year since 2000 together with Istanbul Technical University (ITU) or Borusan Mannesman Boru Inc, the main supporter of PROSteel.

The main objectives of this competition are:

• to encourage architecture and engineering students to work together within joint teams;
• to introduce the advantages of steel to the large number of students;
• to develop European identity and mutual understanding among European students;
• to increase their international experiences;
• to exchange knowledge and culture among different countries and education systems;
• to encourage the individual participants to establish multinational combine teams besides single nation teams.

The winners will be awarded the following prizes:
- 1st Degree prize € 3.000,-
- 2nd Degree Prize € 2.000,-
- 3rd Degree Prize € 1.250,-
- Special Prize by Borusan € 2.500,- (*)
- Combine team special prize € 1.000,- (*)

(*) may be received together with a degree prize

Entries have to be sent not later than 20 January 2006. The Award Ceremony and Exhibition will take place late April 2006.

IZMIT OKUL: A joint project
ECCS-ARCELOR-TUCSA-CORUS
in Turkey

The ECCS has been approached by the Turkish Constructional Steelwork Association (TUCSA), member of the European Convention to participate to a School Project in Turkey jointly with ARCELOR, the Turkish Government, the Public Authorities, CORUS and other partners.

This pilot project is due to be “a demonstration project for a school building optimized for seismic design in Turkey, and in addition a representative solution for modern steel design for school building in seismic areas around the world” to quote Mr Bruno Theret, Senior Vice-President of the section ARCELOR Long Carbon Steel.
Indeed, through this project, the partners would like to promote a steel solution for future buildings in seismic areas.
ARCELOR as well as CORUS and the other partners showed their interest in this ECCS initiative, and granted their support to this pilot project by financing or providing part of the building structures. The erection of the building will be done by TUCSA members in a consortium manner, and promoted globally over the Internet, by publications. An official inauguration is foreseen.
ARCELOR departments involved in this project are ALCS Research Center, Arcelor Sections, Arcelor International Turkey. TUCSA appointed a well-known national architect for this project as well as a project manager to follow and supervise the works in order to ensure the success of this initiative.
The cladding package and the decking will be supplied by the company CORUS. As for the hot rolled finished section for supporting steel structure, the tonnages ranks about 200 T and will be supplied by ARCELOR.
The works are due to start in March 2005. We will keep you informed of the development.
Appointment of the new ECCS President and Vice President

Further to the Annual Meetings held in Nice, France, on 22-23 September 2005, the Members appointed Prof. Dan Dubina (Romania) as the ECCS President, and Mr J.B. Schleich (Luxembourg) as Vice President for the year 2005-2006:
The Chairman of the Technical Meeting for 2006 will be Prof. Gerhard Sedlacek (DE), and Bertrand Lemoine will chair the Market Development and Promotion Session.

Syndicat de la Construction Métallique de France - Jean Roret passed away

It is with great sadness that the SCMF regrets to announce that Mr. Jean Roret passed away in Nice, on 09 August 2005, at the age of 80. He was past Deputy President and treasurer of SCMF.
Mr Roret chaired during various years the "Commission Promotion", and represented the French Steel Constructional industry in various French and international bodies, among them the ECCS.

Resignation of the Director

Drees Brunt, who was Director SNS, notified his resignation to the board due to a change of position. His successor has not yet been appointed.

British Constructional Steelwork Association Ltd. - New President and Deputy President

Further to its AGM held on 14 July 2005, BCSA made new appointments for the forthcoming year. Donald McCormack, Managing Director of Terence McCormack Ltd, based in Newry, Co down, was elected President, and Richard Barrett, Managing Director of Barrett Steel Buildings Ltd., based in Bradford, West Yorkshire, was elected Deputy President.

New edition of the LEXICON
A new edition of our dictionary of technical terms used in steel construction, the LEXICON, will be issued next year. Indeed, this new edition will be exclusively a collection of terms in Eastern country languages (Czech, Romanian, Slovenian, Slovak) as well as in Turkish. Other languages might be added. This new CD-ROM version of the Lexicon, is due to be ready end of 2005. The sale price will be of EUR 60.

The ECCS Charles Massonnet Award 2005

This year, the laureate is Professor Giulio Ballio Rector of the University of Milano, “Politecnico di Milano”, in Italy, whose application has been entered by the Italian National Association for Constructional Steelwork, “Associazione Fra I Costruttori in Acciaio Italiani (ACAI)”. Professor Ballio has been selected for this Award in recognition of the quality and importance of the work he has carried out as prominent scientist and researcher.

Professor Gerhard Sedlacek
appointed chairman of the technical managment board (TMB)

Professor G. Sedlacek has been appointed Chairman of the TMB by the Annual General Meeting of September 2004. He is keen on Eurocodes, and would like to make it a challenge for the future works of the TMB, especially in view of its implementation due in 2005.
Indeed, he is one of the most active people in the European steel construction research as well as in the European codification field. He plays an outstanding role in the international development and establishing of the Eurocodes or steel structures.
Professor Sedlacek served in the ECCS Technical Committees: TC 1- Safety & Actions, TC 6 –
Fatigue & Fracture, TC 10 – Connections, TC 13- Seismic for a long time
